The Ministry of Investments and European Projects (MIPE), as coordinator of the National Recovery and Resilience Plan (PNRR), approved through Order no. 984 of 11 April 2024, published in the Official Gazette on 19 April 2024, the de minimis aid scheme „Digitalization of the non-governmental organizations sector”. This is the long-awaited funding line from PNRR - Investment I9. Component C7. Digital Transformation.

De minimis scheme for NGO digitalization
This scheme is intended for NGOs with economic activity and aims at digital transformation through several measures:
Investments in digital infrastructure, including cloud and operational digital services, as well as the development of specific software applications, such as solutions for financial management, human resources administration, volunteer management, and donor retention.
Improving the digital skills of staff and volunteers to provide remote services.
Creating CRM platforms and solutions for beneficiary management.
Acquisition of hardware equipment.
The scheme will be applicable in all development regions in Romania and has a budget of 5.3 million euro over the entire period 2024-2026.

It is estimated that a maximum of 180 projects for NGO digitalization will benefit. A far too small number for the needs of these totally underfunded organizations! Why? It is a mystery!
A final guide for this call, not yet published, will include details for both eligible categories of NGOs: those with economic activity, which will benefit from a budget of 4.5 million euro from the PNRR, and those without economic activity, which will also have a budget of 4.5 million euro allocated from the PNRR.
